Maloney was raised on a small street in Philadelphia, Pennsylvania, completing high school, and working as an attendant (specifics unknown) until he enlisted into the Army in 1940. His father worked as a crane operator and he had four younger siblings (Bernadette Maloney, born in 1923, Eugene Brenden Maloney, born in 1926, Eileen Maloney, and Marie Maloney).
